Panelists:
Tom Davis (Moderator) - Holland & Knight
Tom Davis is a Washington, D.C., attorney who focuses his practice on handling a variety of congressional and regulatory affairs, including congressional investigations, land use and legislative strategy. Mr. Davis served 14 years in the U.S. House of Representatives, representing the 11th Congressional District of Virginia. He served as chairman of the Committee on Oversight and Government Reform from 2003 to 2007, where he led a number of high-profile investigations. In addition, Mr. Davis was elected chairman of the National Republican Congressional Committee and served in that role from 1999 to 2002. When he joined Congress, Mr. Davis was the first freshman representative in 50 years to hold a subcommittee chairmanship, taking the gavel of the Subcommittee on the District of Columbia.
Eric Winograd - Bernstein
Eric Winograd is a Senior Vice President and Director of Developed Market Economic Research. He joined the firm in 2017. From 2010 to 2016, Winograd was the senior economist at MKP Capital Management, a US-based diversified alternatives manager. From 2008 to 2010, he was the senior macro strategist at HSBC North America. Earlier in his career, Winograd worked at the Federal Reserve Bank of New York and the World Bank. He holds a BA (cum laude) in Asian studies from Dartmouth College and an MA in international studies from the Paul H. Nitze School of Advanced International Studies. Location: New York

Howard Morse - Cooley
Howard Morse is a Washington-DC based partner and former chair of Cooley LLP’s antitrust and competition practice group. He regularly helps businesses navigate mergers and acquisitions through HSR regulatory reviews, particularly in the life sciences and tech industries. Before moving to the private sector, Howard served for ten years at the FTC where he was Assistant Director of the Bureau of Competition and Deputy Assistant Director for Policy.
John Song - Baird
John Song is a Managing Director in Baird’s Global Technology & Services team and Co-Head of the Baird Government & Defense Investment Banking practice. He joined Baird in2018 from Houlihan Lokey, where he co-led their government services investment banking team. Prior to Houlihan Lokey, John was a management consultant for Booz Allen Hamilton and spent several years working in structured finance at firms such as Credit Suisse First Boston, Deutsche Bank, and Bankers Trust. He is a board member of the Northern Virginia Chamber of Commerce. He holds a bachelor’s degree from Boston University and an MBA from the University of Chicago.
